Last I checked, it was. I've downloaded a couple youtube vids and converted them to mp4. However at this point I do not have links. I'll look them up and if i find something i'll edit this post.
And, this is why i like google video better. It has a mp4 download option, which is really nice.

If your using firefox there is an extension out there that lets you download embeded video. for youtube its a .FLV file, so you will probably have to convert it twice to get it on the psp (don't know any .FLV to MP4 program). as far as viewing the videos using the browser, it won't work.
