He was referring to a small group of people honking their horns to disrupt his rally. Not the entire Trump fanbase, or even half of it (in Hillary Clinton's case).

Also why is Trump and Republicans allowed to diss the hell out of Democrats voters but the second a Democrat disses Republican voters it it becomes big news and an issue.
