(CNN)President Donald Trump tried to assert executive power by signing four actions Saturday, one of which will provide as much as $400 in enhanced unemployment benefits -- 25% of which states are being asked to cover -- after Democrats and the White House were unable to reach an agreement on a coronavirus stimulus relief bill this week.

The other three actions he signed include a memorandumon a payroll tax holiday for Americans earning less than $100,000 a year, an executive order on"assistance to renters and homeowners" and a memorandum on deferring student loan payments."I'm taking action to provide an additional or extra $400 a week and expanded benefits, $400. That's generous but we want to take care of our people," Trump said about hismemorandum on unemployment benefits at his golf club in Bedminster, New Jersey.

Trump said $300 (or 75%) of the enhanced aid will come from the federal government, and $100 (or 25%) will therefore have to come from the states. Since governors would have to pay that $100 for people to get the full benefit, it is not clear how many of those unemployed would be able to receive the full $400 benefit. A memorandum issued by the White House shortly after Trump's news conference said that up to $44 billion from the Disaster Relief Fund would be made available for "lost wage assistance" to supplement state payments.But when asked about the President's executive action asking states to pay 25% of the $400 unemployment relief, an official from a northeastern state run by a Democratic governor laughed. "We don't have that money," the official said.

Yeah it does, they are doing the same here. Would like to know where all the funds are coming from. it might be that they are just going to spread the cost out from budgets of the next few years.

Yes, but that has nothing to do with the 75/25 split. The revenue lost due to the payroll tax cut would be unreplaced. You're confusing the different measures. There are 4 separate measures.

@thegreatchomp: Does it matter if it is legal or not? Democrats going to take him to court over it either way. And the Dems wanted to play games and try to fund all their projects so Trump as usual had to save the day.

And the payroll tax cuts hurting social security is bs. What is hurting social security and everything else is the Democrats intentionally sabotaging our economy thinking it will get them a few votes. At least they finally figured out trying to keep the schools closed was not going the way they hoped it would. Hopefully more people wake the hell up on their other schemes.

And he is shifting funds because a President can move funds but he can not create them that is the sole power of congress.

The excuse of the unwilling to be educated. Disciplines which should be involved in this question are factual. Ignoring facts to force a narrative is disingenuous. I don't agree with using an EO to do something they couldn't get done through Congress.

Now it is up to the Democrats to try and challenge it in court. Will they be successful and have voters asking why they are trying to block payments or will they fail like many have failed to overturn DACA?

Just a reminder to everyone, the 75/25 funding split is regarding the boost in unemployment benefits. It has nothing to do with the payroll tax cut, which funds medicare and social security. If those taxes aren't paid, those programs aren't funded unless stipulated otherwise by law (and no such measure has been created or even proposed to this point),

No sh*t. The payroll tax holiday is the most alarming part to me given its consequences. Then he doubled down and confirmed he would like to make them permanent if he wins reelection.

What does this mean? He want to de-fund Social Security and Medicare, two very popular programs that seniors rely on heavily.

OK, so looking at what he just put through on EO it is highly unlikely that it is even legal. This is ignoring if it is the right thing to do, the moral thing to do, etc. The president can't just sign an EO for spending, especially with disregard to many tax laws, and call it a day. Any 'conservative' on this board with an ounce of integrity knows these powers lie with Congress.

Now, into reviewing what he's done, it looks even worse. Putting 25% of the unemployment benefit bonus onto states is a no go considered they're cash strapped and don't have a treasury of their own to print money. They either have to produce it via revenues, spending cuts, or deficit spending. Only the latter is possible right now. Then trying to cut capital gains taxes and income taxes? L O L (as if the uber rich haven't gobbled up enough market share during this downturn).

Lastly, this brings us to the payroll tax cut. This means we'll be under-funding entitlement programs. Social security can rely on a trust fund to pay out normal benefits as of now. This change can only quicken the date to insolvency, which as of the last projection, was somewhere in the early 2030's at normal payout rates. Medicare and Medicaid aren't fully funded now so it'll likely increase deficit projections as a result. Trump then said he'd like to make the pay roll tax cut permanent. What this means is simple: the end of benefit programs as we currently know it. It means more cost is put on the consumer in terms of medical care costs and social security benefits. This means an increase of poverty (and possible death rates) for the elderly.

Biden can officially say that Trump is running on a platform of eliminating Social Security and Medicare. This is not a smart platform to win an election with.

I'm awaiting the AARP response. They have huge sway with older voters. I can't imagine they won't sound the alarm and send mailers to everyone age 50+ in the US. The Democrats are unwilling to educate anyone. They want you to learn their version not the truth. This EO is not illegal in fact SCOTUS has ruled on cases just like it. The president moved funds from the military and other places to fund his wall....LEGAL. That is law what you talk about is your interpretation of law. And again I see a Democrat trying to use the constitution to make an argument when all you do is shit on it.

Dems not tanking the economy? They doing much worse. Why do you think they tried to keep schools closed? To tank the economy they did not care that all experts said that more kids would die if they stayed home. So they willing to go MUCH farther then tank our economy. What countries succeeded where we failed? Where was the Democrats genius plans on Jan 31 when Trump shut down? I remember they said Trump was over reacting to the virus to divert attention from impeachment and that his only reason for shutting down was racist and xenophobic. Btw the US is 8th in deaths per capita and we would not even be in the top 20 without blue states, where were the Democrats for this virus? Oh I know Nanci Pelosi was dancing around Chinatown saying Trump was a racist while trying to drum up some identity politics votes.

And again what hurts social security the most is people not working. And the Dems trying their hardest to keep people not working.

LOL did Nanci Pelosi just say to Chris Wallace she was trying to get kids back to school and Trump has done nothing to achieve that? OMFG how can you people sit there and let people lie to your face like that? And wtf Chris Wallace how did you let her say that without laughing in her face?

I mean Nanci Pelosi always lying and bending the truth. But this was a flat out bold face lie. And I dare the Dems to challenge this EO in court. I mean it is already no secret Trump going to win but this would secure the house too.

Math. This one is simple addition that anyone can follow.

Inflows - Outflows = net shortfall/surplus

Removing inflows while maintaining outflows results in/exacerbates a shortfall.

If you object to the math, let me know. I'll be happy to go over it again.

And it’s deferred, meaning those of us with jobs have to pay it back. That will screw over poor people, so when the Dems challenge it they might just have won the senate too!

All that everyone needs to see is what did President Trump do with these EO's all things needed due to the current situations, how can anyone argue it?

I sometimes wonder if these posters are just paid foreign bots spewing bull crap. Come on everyone Trump is on record saying he want's kids in school if they don't he will stop funding and give the funds to the parents.

lets be honest. it's both.

republicans want to stuff a senate bill with a bunch of bullshit for their supporters, democrats want to stuff a house bill with a bunch of bullshit for their supports. BOTH refuse to meet anywhere in the middle.


that being said, the president likely does not have the legal authority to execute some of these orders. now he can spout garbage like "well, if someone sues me, i guess they just don't want people to get the aid they need" but that is a bullshit line and he knows it. mr. "law and order" president wants to disregard laws when things are politically tough for him?

sorry, the constitution doesn't work that way, buster.
