The problem with least memorable Sonic levels is that you can't remember them.
As somone who played nearly every Game Gear Sonic game, may of those 8 bit Sonic games have pretty bland levels. Sonic Chaos in particular was so bland I hardly remember any of its stages until I looked them up on youtube.
Also Black Night had pretty "meh" levels IMO never mind the volcanic lava in England. Some fields, some forests, caves and basically a nicer looking version of Kingdom Valley.
Also am I the only one who only remembers Seaside Hill from Sonic Heroes? The rest of the levels seemed rather forgettable as well. I think there was a city, a casino, a canyon, a jungle and Eggman's base. Seaside Hill we only remember mainly because the motif kept getting used in other games.
Advance series is easy, I can name all six zones at any time. There's Angel Island, and that rocket ship level, and that beach level, and the snow/underwater level, and... Yeah, okay, I guess. :Pbarren167
There's a fair number of zones I can never remember from the Game Gear titles and the Advance series, honestly... Especially the original Rush... :|Cloud_765Â

3D Blast was pretty forgettable as well though I did play the Genesis version with the less stellar music. I remember the "required by law" Green Hill esque level, a level with ruins, ice fire and the crappy super easy special stage.
You what's really sad is that I do remember all the levels of Sonic 06 if only because they were so awful and each had something awful about them that won't go away.
Wave Ocean: Bad high speed section with unfair death if you didn't hit the giant loop right at the end.
Dusty Desert: SILVER'S BALL PUZZLE FROM HELL!!
White Acropolis: Horrrible snowboarding
Crisis City: It showed up in Generations
Flame Core: lighting issues
Radical Train: Stupid racing to keep train from exploding
Jungle: terrible slowdown
Kingdom Valley: Too much fear of falling down bottomless pit because of bad controls in the air
Eggman's base: GIANT BALLS!!
I don't know what's worse having an unmemorable level or one that so bad it wont' leave your thoughts.
As for Shadow's game aside from Westopolis which you play several times over and over again if you're going for 100% completion the only others I remember were one with Espio inside a giant computer mainframe and the temple one with Knuckles and "FIND THE COMPUTER ROOM!!"
