I wanna get into soccer, but I cannot really respect the MLS since US never seems to get very far in the World Cup. So what's the strongest league in the world? And which is the most popular?
Don't know much about soccer but the most popular is the English Premier League which is also supposed to be the best even though La Liga (Spanish league) has the best club in the world, Barcelona, and another one of the best in Real Madrid.

I hear there's more parity in the EPL though, and that's why it's more exciting. Is this true? How often do clubs face against out of league clubs? Like for instance Read Madrid v. Man U?
Strongest league is the English Premier League. La Liga is always a two horse race between Real Madrid and Barcelona, but catch the games where they play each other (El Clasico). Clubs face out of league teams in competitions called the Champions League and Europa League. Usually top clubs qualify for the Champions League, and a matchup like Real vs Man Utd could potentially happen in the latter stages of the competition, or even in the final.
Don't ignore that teams like Sevilla, Atletico Madrid or Villareal were very competitive in the past decade in the Liga. The EPL might be more competitive overall though.
And the Italian league, while losing some of its glory with scandals as of late, is pretty good as well.
I know that two years ago when I was actively watching a lot of soccer, the Bundesliga was very popular and even had more spectators on average than any other league.
