No, mascot mode is in all versions of the game. It just allows you to play with the mascots instead of with players. EA has done this before, it's nothing new.
And as for your question, it depends on what you like.
I always felt that NCAA played better than Madden. Plus the ratings aren't ridiculously high in NCAA like they are in Madden. The offseason is one of my favorite things to do, and recruiting is a whole lot more fun than Madden's offseason.
It really depends madden 08 had a crazy amount of turnovers so i didn't buy it. But this year Madden 09 seems pretty cool with features like Madden IQ, EA sports backtrack, new gameplay features (slide protection, more weapons, gang tackles, a new fumble system (with weather effects and penately animations, They also fixed the camera so everyones can be seen on the field. Plus the mode Madden Moments which allows players to try to reverse or recreate the best 32 games of the 2008 season. That's what i've read so far about madden 08 and it seems awsome
Well I have a wii, so will madden be crap like 08 was. 08 was EXACTLY like 07 which ticked me off especially how great 08 was for xbox and ps3. then it was crap for wii. and I've got the last 3 madden games but I never got NCAA. so should I try it out?and also are the rosters not real in NCAA?! Im confused about that:S

Do you have a 360 or PS3? If you do, I would get Madden for one of them as opposed to the Wii version. In the NCAA football games you can't use the players' real names because they are not professionals and EA can't pay the students for their likenesses and names. So your QB will have "QB #10" or something on his back. But you can edit the names of all of the players. So if you go to this site, http://www.psxsports.com/ you can download the roster file from them or send them a memory card and they'll place the roster file on it. They have the entire rosters for all Division I schools.
