Not really. a GTX 580 will play any game @ 2560x1600 ultra settings with well above 30 fps.If you mean any game "vanilla", then yeah.
Otherwise, not really. If you go heavy on mods and .ini tweaks (uGridsToLoad=9 and other stuff like that) in Skyrim, @2560x1600 you can dip under 30fps. Go have a look at SkyrimNexus forums if you don't believe me. There are many people with HD 6970, GTX 570 or 580 (even a happy few with those ludicrous HD6990 and GTX 590) who manage to tweak their game to the point that they get crappy framerates.
My HD6950 plays vanilla @1920x1080, ultra settings, with 50/60 FPS eveywhere. I've installed dozens of high-res texture mods, along with gameplay and interface ones, and I've done some ini testing. Pushing some settings very far in skyrim.ini and skyrimprefs.ini, I managed to get the game down to 15 fps in some places, and average 30/35 fps outside (dungeons:indoors are always around 60). The game looked amazing though.
Now I found my ideal settings, and enjoy a comfortable 40 FPS most of the time (30 at worst) outdoors, and the game looks pretty good. Vanilla looks like crap compared to what I got.
And this is just Skyrim... Not the worst system hog out there...
