There will never be another 10 on gamespot, sadly 9.5 is the dumb roof. I bet my brother we wouldn't see a 10 before the holidays when all the big games are out. I bet 50 bucks actually. There will never be another 10.
There were two last generation (THSP3 and Soul Calibur), and there were two the previous Generation (Ocarina and Chrono Cross), so odds say probably, as far as games announced right now, I think Bioshock has the best chance.

Yea the game is so innovative. I wish more developers would pull there heads out of there @$$e$ and actually take time to think of an innovative idea instead of saying "I think a game with aliens and guns is really awesome dude." And then his partner says "You know what you are a f****n GENIUS!"
Littlebigplanet could do it, so could Echochrome. As for the other systems, Super Mario Galaxy and Mass Effect could have a chance. Maybe Resident Evil 5.
