any major improvement in visuals with COD Black Ops on PC over console?

Outside what will be obvious graphics improvement on pc, you also have mod support and dedicated servers. I'm waiting to see some people who have the game post some amazing 16AA, high res, high texture pics.

PC -1920x1200, 4xAA, 16xAF, 120fps+, high settings, ect.
Ps3/360 - 1024x600, 2xAA, 0xAF, 60fps-15fps, medium settings, ect.

Higher resolution AA + AF, higher resolution textures, better post-processing and MUCH better performance (60+ fps) ALWAYS means there is a substantial difference.

But if you mean, did the devs do something extra to take advantage of modern PC GPU's/CPU's, I don't believe so. It's just pure hardware muscle providing most of the above improvements.

Smoother gameplay and higher resolution! The game will look much cleaner...but thats about it! Sadly the difference will not represent the vast difference in the power of the consoles compared to a high end pc.

It's gotta be a pretty crappy PC. The COD engine is super easy on hardware requirements. At medium settings it'll run on budget cards, or fairly old cards, and will STILL look and run better than on a console.

If you're expecting something massive like totally different levels or 100 soldiers on screen instead of 20, then no. The game does look a lot better though: Much sharper visuals, crisp textures, rock-steady framerate and all the benefits of a higher resolution. If you have a semi-decent PC, you should get that version.
