Infact, soldiers have reported shooting targets repeatedly with an M4, only for the target to get back up again and continue battle operations. Bullets are not sledge hammers unless they're very large and have an immense force backing them.

Even a .50 Caliber bullet does not have the momentum to knock a person backwards. If it were possible, the shooter would be knocked backwards as well - as per Newton's Third Law.
I know that. I meant the only way it'd be like getting hit with a sledge hammer would be that the sledge hammer went through you and then kept going.
I know bullets don't knock people down. It's for dramatic effect. I've seen what happens to a person who gets shot. The "bullet'" that knock people back are cannon rounds, and they knock sludge and gore back, as there's nothing left to knock back, and it really just makes a messy splatter.
Shotguns don't really leave much to knock back at close range either, the pellets hit you with enough force to pretty mich cut a man in half at close ranges, although that soldier would be an exception due to the armor.
