A 360 optimized cross platform game does not prove 360 can match PC, it only proves what it is, a 360 optimized game under-utilizing PC hardware.
Why is it people only recognise under utilization when it comes to consoles? PS3 and 360 gamers are constantly going on about the utilization of their systems; and yet when it comes to PC the standards suddenly change. Is it really that surprising that hardware 'may' have improved since 2005?
Cross platform games target the lowest common denominator specification in order to ensure cross platform compatibility. A 360 to PC port is guaranteed to run on both systems, a PC to 360 port is not; due to the variety of resource and performance advantages even an entry level gaming PC has. This is done to ensure compatibility, not out of console favouritism like some console gamers like to suggest.
I haven't had much experience with ME2 as it is mostly my brothers interests. However, even if the art assets are identical, there is still a significant difference between console and PC. Regardless of your willingness to recognise it PC resolution and quality filtering has an impact on the games image quality, rising it above the console version.
