Valve. Dice have done well, but they've only really done battlefield and mirror's edge. Valve have done lots of games.
Gotta be Bungie - They've done Halo 3 and Halo: Reach and I absolutely loved both. Plus they get extra love for leaving Halo behind and starting development on a brand new IP. Especially nowadays that is not an easy thing to do.
Other favorites would probably be Valve (even if they do lack creativity and don't appear to support their Half-Life series)
Irrational Games - For creating BioShock (though they did do BioShock 2 who's soul existance was to squeeze money out of the BioShock fanbase) though they look to redeme themselves with Infinite.
id Software, they haven't released anything but the 40 or so minutes of RAGE interest me more than anything anyone else has made this gen.

They didn't. That was 2K Marin. And to be fair it was better than the first gameplay wise.
All time though nothing comes close to Monolith IMO.

Probably the only "highly praised" PC FPS dev I've never played a game from :(
DICE, Gearbox, and Crytek. Even though Crytek gave us the abomination Crysis 2, Crysis 1 and Warhead are still some of the top FPSes. DICE...well Battlefield is the best MP shooter. Gearbox for Borderlands.
Tripwire Interactive,Bungie, and Treyarch.... I have liked many other FPS this gen, but these guys have made my favorites.... As for worse.... no idea I dont buy bad games :P
Bungie for me, they just seem to love what they do and you can see that in their games. The way they incorporated Red vs Blue with griffball, and amount of polish they put in really highlights their games for me. I am excited to see how they move forward after halo, I want to see more ViDOCs and a reason for me to visit bungie.net again.
