from bizarre official statement

http://www.bizarrecreations.com/article.php?article_id=5257

As I'm sure you've seen, some of the comments made on our forum have been blown out of all proportion. This has been reported on certain web sites. It seems that a number of fanboys have jumped on the topic... sigh. So it's time we cleared this one up...

When we started designing PGR4 our primary goals were to create a great and unique experience over and above PGR3, to push the hardware as far as we could, and obviously to ensure that we give great value for money. DVD size is absolutely not a factor that we consider when designing our games... and PGR4 is no exception. DVD9 gives us more than we need to create a fabulous experience for you guys.

The previous game, PGR3, had five environments. That's how much we could create given our time and resources for that game. With the longer development cycle we've had for PGR4, as well as the advantage of having final hardware, we wanted to create a far bigger and better game by this time including 10 environments, as well as a whole bunch of new gameplay features.

Rather than having two "fixed" times of day, this time around we decided to use our time to create a dynamic weather system, which effectively creates a much more dramatic palette from which to work with. To show you where we're coming from, have a look at this screenshot crop sheet. This is something we use internally to compare our environments, lighting, and weather effects... but it's certainly useful for demonstrating the breadth of the game here!

We've never had to cut content to fit on the disc, and we probably never will.

Each next-gen format has its own merits. We should know, as we're currently developing games for all of them in one form or another. It's not a case of one system having less of this, and the other having more of that. As developers we are given a fixed platform, and that's what we work with. At the end of the day we're games developers, and we try to create the best we can irrespective of platform. We hope you end up agreeing with our design decisions when you see the game for yourself.

Damage control, straight from the game maker.

''We can't fit night textures on the disk.''

Two seconds later:

''We've never had to cut anything.''

Nah, they didn't cut it. They just didn't create it.

exactly why would they take the time to create it if they knew it would never fit in the first place?

No, they couldn't fit day and night textures into the game, what game would have two sets of the same textures? :| They worked around it by creating a lighting model...it has the same effect.

Obvious back tracking.

Someone at MS called BC and raised hell, now they are conducting damage control.

Pathetic.

Wierd. From what i read they didn't take out the dynamtic time/weather system, it's in the game, nothing has been taken out. This isn't damage control from Bizzare Creation or lemmings, this seem to be damage control from people calling it damage control (which are probably the same people that claim kevin bacon isn't in footloose.)

I cant see how the game sufferend from that. It still has heaps of stuff, it looks good and has bikes.

Even if DVD9 is a limit somewhat, this is not the game that may suffer from that.

Here's what Bizarre had originally planned (not even a plan just a test).

Let's say you're racing at 7:45 in Vegas. Then if you're race lasted an 3 hours then it go from daytime to nighttime just like real life.

apparently this wasn't practical, and though one of the Staff mentioned disc size anybody that knows anything about video game production knows that it's not a graphical asset issue. Either the hardware wasn't powerful enough, or it would take too much time to develop, and not really be worth it. Since other 360 games have this feature it's most likely a time/cash restraint.

There's going to be set time setting so you are either racing in day, or night, but you won't be going inbetween the two in a single race.

then why would they even say that they couldn't fit everything on DVD9 in the first place? if they knew there was a work around why did they say all that in the first place rather than saying "we're useing a lighting system for the same effect" in the first place? did they all of a sudden think of this in the past couple of days? i doubt and if even true that would mean they wasted alot of time creating different textures

All these arguments claiming "damage control" are ridiculous. Yes, they wanted night tracks before and can't fit them. They'd probably also like lots of other things, but no game system could ever hold them all.

ALL CONSOLES AND FORMATS ARE LIMITED. You can't just say because they didn't get everything they wanted, that now dvd9 is giving us a worse gaming experience. What if for GT5, Polyphony wanted drivers to get out of the car and have real time conversations with engineers? Or if they wanted a photo accurate cityscape that allowed you to purchase cars at real life dealerships. Oh, but BluRay couldn't fit that, so BluRay is limiting gaming. You can bet ambitions were even higher, but they had to be axed due to hard and software limitations...that's how it works.
