Most game engines aren't brand new totally rewritten code from the ground up anyway. They're usually heavily modified versions of existing engines or having some parts of it re-written.
Though for new gens and for an engine that's clearly very old I wish they did re-write the whole damn thing

Exactly, you can still make an old engine look next gen, but it will never really be pushing the limits of what's possible because there's still going to be stuff that's holding it back because it's not very well optimised or isn't the best it could be.
