Its not though is it? Did they even announce Portal as an exclusive to the 360 and PC? Or did they just announce it for the 360 and PC and not mention any other platforms. Theres a difference.

Things can change. After all, bioshock, that used to be pc and 360 exclusive right?
Yeah and how long did it take to get to the PS3? Over a year later. Valves only console they will even tread on anymore is the 360, they want to stick to the PCs and now macs for their games. Pretty simple, and we're not seeing anything of Portal 2 cause it got pushed back.

My understanding is that it will be developed by valve for PC and 360, and they might be giving it to EA again to just sloppily port it to the ps3 (Having said that, I found nothing wrong with The Orange Box on the ps3)

It did take a while yes, but you said it yourself, Portal 2 has been pushed back ;) . And Valve have said they do want to develop on the ps3 at some point. So in theory, the release could have been pushed back due to developing the game on the ps3.
Admittedly I don't believe that is true at all, I was just stating a plausible possibility.
