Can the new handheld (Vita) sell more in NA and EU?

Since it officially flopped in Japan, do you think the Vita will have a chance in North America and Europe?

I have seen the other threads, but those where Japan's sales, not worldwide.

The Vita can EASILY do better in the EU and US if SCEE and SCEA doesn't completely bomb their marketing campaign like SCEJ did.

In general, I think the public appetite for handhelds is decreasing dramatically as smartphones continue to spread. Nintendo has teh 3ds to distinguish itself, but generally speaking I don't think people want dedicated handheld consoles anymore. Just like how arcades pretty much died once consoles became the norm.
