I remember spending barely $1000 Canadian on my current PC back in 2014 and that seems to have held its ground against the PS4 and Xbox One for the most part barring some specific exceptions regarding multiplatform games.
I know technology marches on and with the PS4 and XB1 becoming last-gen consoles in 1.5 months, I wonder if you absolutely have to rely on the used parts market to get the same level of mileage per dollar as you would last gen. 3.5 GHz on an octa-core isn't something to mess around with, and I think we all know how lightweight a console's operating system is compared to your standard Windows installation.
At the very least, we can definitely rule out a "Potato Masher II" build (console specs at a console price).
Heck, I think the cheapest part in a "console killer" build next gen is actually the GPU due to consoles having to consolidate their computational power in a sub-300W package. Besides that, you're probably gonna have to put a LOT of faith in the eBay second-hand market while simultaneously bid-sniping
