Its a tricky balance though, so I feel like I can't entirely fault them for playing it safe.
When CoD4 was made, Kotick feared the WWII shooter fans would leave and that it was a big risk, so he made them make another WWII game before they could do any big changes.
Plus you'll get games like Battlefield 3, Fallout 3, Metal Gear Solid 4 etc. Games that get acclaim and are fun, but then hardcore fans complain because they changed too much. Considering how incredibly high profile CoD is, big changes can be more fatal then steadily doling out small changes and keeping returns from people who want more.
Don't get me wrong, if they don't start to change, the fans will start to get fatigued, but until sales start to drop I think the series will be enough to keep the base gameplay and stuff the same. At least until the next generation when they'll pretty much HAVE to change the engine.

Cod4 wasnt meant to be the start of a trilogy. IW said it was suspose to be a one time thing and then go back to WW2 shooters. 3arc already was starting on World at War by then so they didnt have enough to time start over.
Yeah I never said it was. Activision wanted to play it safe (like always), and its not surprising they would want a return. Then Call of Duty 4 became an insane hit and Activision (of course) wanted IW to continue whatever it is they were going. It was hard enough convincing them to make Call of Duty on consoles, and even harder to get the move to modern day so this didn't have a chance I think.
From what I hear, IW wanted to do something different from Modern Warfare AND WWII to follow Call of Duty 4 (with rumors of a Sci Fi game), but Activision said no since CoD4 was their biggest hit.
Its a shame, the whole debacle happened because Activision stifled creativity to avoid risk and make more cash, maybe forgetting that taking a risk got them where they are now. At least they seem to be avoiding that with Treyarch somewhat, letting them do the Vietnam era Black Ops with some interesting changes, but sadly the series won't be the same without old Infinity Ward.
