There is no way for them to charge without locking the game some type of online account like Steam or GFWL. If they could I am sure they would so at this point they can't. Using a different input device doesn't make that person more skilled at a game than someone else using a different input device. It's entirely possible for someone using dual analog to be a much better gamer than someone using kb/m.
Also since using kb/m makes it easier to aim, then all it proves really is that the user with kb/m has less skill.
PS. and since console users are playing against other console owners then what does it matter even if what you said was factual.

Unlike controllers, you can map the keys to any button you want. There are mouses with sidebuttons you can map too for ease of use.
