Quantum Break- IP owned by MS so no. But if it bombs in sales a potential port could happen
FF XV- It's going to end up on PC
Sillent Hills- It's not exclusive, only PT. Since SH isn't an IP owned by Sony, not a chance it remains exclusive
Tomb Raider- We know it's timed
Red Dead Redemption- Not happening at this point, unless there's a remaster for the ps4 and xb1
Destiny- Will come to PC
Halo, Gears, Forza- Not happening
Bonus option:
Killer Instinct, D4 and Sunset Overdrive- Likely
as far as I can remember Remedy was so happy with Alan Wake's sales on steam , I think we don't have to wait two years for Quantum Break this time ...
From the games listed, I would guess Quantum Break and Rise of the Tomb Raider. Quantum Break is being developed by Remedy and they have a history with PC games. I would not say the game will come straight off to PC but Alan Wake and the XBLA Alan Wake (American Nightmares) both came to Steam and other PC stores so I expect Quantum Break will do the same to make Remedy some extra money (and why not basically, anything that can help Remedy make excellent games is a positive for me). Rise of the Tomb Raider is similar in that Eidos have a history on the PC, and given the deal seems to be a timed exclusive, I expect it will hit the PC and PS4 around the same time (and maybe PS3 if the game is coming to Xbox 360, but I am unsure if its Xbox One only for this winter or if its both Xbox consoles).
Ideally Final Fantasy XV will come to PC as well given Square have been pushing the games on Steam lately (with FFX and X-2 alongside the older titles being put on the PC). However, I do not expect this to be done fast and probably will be done at a "we had some spare development time between projects so did the work on it then" affair.
In fairness, at this point I doubt we will see Red Dead Redemption on PC unless a new game is announced (and it comes to PC) and then maybe Rockstar/Take 2 will port the game to get some marketing/ sales numbers for the new game. But, you never know with the game industry and how money changes hands and costs to make big AAA games means it may not be financially viable to port the games across or do the work needed to make them worth porting.
somehow you could say all games that their publisher ain't Sony Computer Entertainment are likely to come to PC ... lol ..Computer Entertainment ...it's so ironic

This. Especially considering how Square has been releasing their backlog onto Steam.
I figure out of all these games Destiny should be coming to PC soon. Then the PC folks can be terribly dispointed like the console folks were. Hurray for bad story line games.
I'm not sure about that ..it may get a great community on PC because the multiplayer aspects of it are good. Judging by the number of players in Destiny console folks seem to like the game tho

Pretty much any of those could go to pc, but I'd say Quantum Break has a good chance since all their games grace pc at some point.
I hope FFXV comes to PC. RDR isn't coming to PC, after this long we may as well just accept that. I though Destiny would've been announced by now, but anyways, with how things have gone, I think they'll announce it at some point. Lastly, Rise of The Tomb Raider because Microsoft.
Many of the games you've listed aren't even exclusive right now.
Several of these games have a chance of coming to the PC. Tomb Raider is a lock. Final Fantasy XV, maybe and Red Dead Redemption as well. Everything else is unlikely.

Idk, pick any Xbone exclusive. MS embraces the Pc, unlike Sony.
