Wouldn't be able to run a script extender but you will be able to change your boots color. Great stuff, very impressive.
I would not claim that they are useless, but there IS an overall limit to what you can do with mods, and that limit is somewhat lower then on PC.
Still this is likely one of the biggest steps ever in having player dictated content on console (UT3 failed horribly, likely due to less then steller information given).
99% of Mods are trash and they destroy the true vision the developer's had with their game designs.

Bethesda will decide what mod console can use and they haven't really explain much on how modding will work on console.

"Somewhat" is an understatement.
If the FO4 modding scene turns into what FO3/NV/Skyrim modding scenes are like, and it most likely will, then the VAST majority of top mods on PC will not work on consoles.
I very much doubt any game on console will let you modify and run scripts at a level where you can view and modify ram, the security problems with that would be a no go.
The best you are gonna get is texture modification, maps and in game scripting limited to pre defined engine components, and it looks like even then mods will have to be checked first before they will allow them just in case it causes buffer overruns and the like.

Agreed.
But Bethesda said they are up for it...so must have some sort of plan of action. I'm actually quite excited to see how they will do this.
