No they don't have the money to. Take Accounting 101. Just because a company has or is worth a certain amount of money doesnt mean they can spend it.

Take it yourself. You can spend it rather nicely. You can use dozens of methods, one of which would be using stocks - if you give enough stocks to own a smaller company, you will need a smaller bit of the parent company. In the case of MS, you only need 2.6% of MS stock to acquire full uncontested control of EA, and around 5% to fully own EA.
Basically, you're trading full ownership of EA to MS in exchange of minuscule ownership of microsoft.
They couldn't buy EA. It's illegal.

I'm not sure Antitrust law would apply in this case. Then again, it's not my field of expertise, so it might.
