Yea unfortunately because its being published by MS studios for some reason. Â Did Capcom lose this as a franchise or did they not? Â Because DR2 was a multiplat game and now it makes no sense that DR3 is exclusive to XBOX.

MS are paying a lot of money for the privilege. Capcom aren't losing anyhing, they're gaining a lot.

Not really considering that Dead Rising 2 was a multiplat title. Â Imfamous on the other hand is 1st party Sony franchise.

Is published by MS, meaning they are paying for the game to be made. They don't own the ip but they own this game, the third one. Capcom can release DR4 if they want everywhere, nobody but them will have to pay for the development of that game though.

And, if we're being realistic here, it'll almost certainly come to other platforms at some point down the line. MS have never seemed to keen on actually retaining exclusives, because it's no skin off their nose after a certain period of time has passed.

A few things to note in this deal for everyone keeping track. While DR3 is being published by MS, and MS is the primary investor in its development, that still doesn't mean that it won't be coming to other platforms at some point in time (PS4 and PC).
For starters, such a situation (3rd party owned title & franchise being published by Microsoft Game Studios eventually ending up on rival platforms) has occurred in the past. In both notable instances (Ninja Gaiden 1 & 2 and Mass Effect 1), the title had to undergo significant inclusions so as to not put it in the same legal ball park as the title in question. Mass Effect 1 was re-released for PS3 as a part of the 'Mass Effect Trilogy', nullifying the legality of the MGS-owned publishing rights. Ninja Gaiden 1 & 2 became Ninja Gaiden Sigma 1 & 2, with additional content and modes that would separate it enough so as to not break their earlier contract. Now, I have no knowledge on whether or not Capcom signed such a deal away, but the resemblance this deal has to Ninja Gaiden indicates that it isn't outside of the question.
If nothing else, I think theres a 1 year exclusivity deal at the very least, with Capcom being able to explore options for further monetisation when the time arises. Since MS is funding most, if not all, of this game's development, I imagine their stake in the cut of profits is fairly large.
This back-door loop hole, as was explored by Tecmo, is probably left there so that Capcom can recoup the funds a new entry in one of its franchises would ordinarily garner them. They'll be doubly interested to explore such an event should the PS4 turn out to be particularly successful, especially in Japan.

Look at all the obsessed ps4 fans begging for more XONE exclusive games. I dont blame them there only good game is Final Fantasy 14.
