@indzman: The Witcher 3. I have not played it. Let me ask you this. When you started it up and you started playing, and continued playing it, did you ever think to yourself, "Well, this would work better like this or why can't I do X and Y?"
I find what is lacking most in these "open world" type games is that combat is a focus of play yet it tends to sorely lack in terms of building actual difficulty and player skill.

Ahhh, i'm doing side quests in early stages. Game all round feels 10 X improved over TW 2. Should play more of it :)
GTA4 earned its scores upon release. But time has not been kind to the game. And while I can see why Bayonetta 2 received a 10 as well, I personally would place it one notch below. MGS4 and Witcher 3 I've yet to play.
Galaxy 2 on the other hand deserved it wholeheartedly. You can very well argue that the game is perfect.
They all did. At the time that they were released, nothing was touching them in terms of sheer quality in their respective genres.
Deserve is a bit of a weird way to put it. They were awarded 10s by people who deemed that they were 10s. I happen to agree that MGS3 is probably better than MGS4 (just finished the latter yesterday), but KvO awarded it a 10 because he deemed it to be a 10 *shrug*
Also, how can you say TW3 is '10 material' if you're only in the early stages? Perhaps you can, but I find it really hard to make a judgement so early on.
Scores are always subjective.
GTA4,MGS4,Bayonetta 2 and The Witcher 3 even though it's amazing aren't 10 material.
Galaxy 1 is but 2 no.
I feel like GTA4 does not live up to that 10. People were caught up on the next-gen open world Hype, including reviewers and critics.
i thought it was one of the worst games that i have completed.

from what i played i feel like it doesnt deserve a 10 either. the combat is terrible. lock on and targeting just dont work properly plus the move sets are just plain boring.
MGS4 did.
i think this is the best game i have ever played.
MGS 3, GTA: SA, Bioshock, GTA 5 and Last of Us did.

It's not for us to decide. They are opinions, given at the time of the game's release, when they were relevant.
Games that did deserve a 10
Wouldint know about bayo 2 or SMG2 since I played part one of both and they didint do anything for me.
GTA4 didn't deserve higher than a 4, much less a 10. The gameplay was garbage in that game the day it fucking launched.
MGS4 was not deserving of a 10 for a variety of reasons. Not the least of which is how much Kojima indulges his fanbase with atrocious writing and frankly most of the stuff past Act 2 is actually pretty boring to play
Super Mario Galaxy 2- **** yeah, for 242 stars I might have disliked like 5 or 6 of them, game was sublime.
Bayonetta 2 - honestly no, it cleans up some of the predecessors short comings, it's mechanically perfect, and the trials? fantastic. The overall game I don't think is as strong as Bayonetta 1. In comparison to the other games that got a 10? Uh **** yeah WAY more deserving than those games.
The Witcher 3 - The combat sucks. So no.
Can't say for Bayonetta, but out of those I really only think that The Witcher and maybe MGS 4. GTA 4 had a great storyline, but the gameplay was shite. SMG 2 didn't feel any different from the first. The only game that I thought deserved a 10 but didn't get one was Batman Arkham City, the game was just perfect.
Bayonetta 2 deserves a 10/10, but on the same scale, Bayonetta 1 deserves a 11/10, since I enjoyed it more and still consider it the best hack n slash I've ever played.
SMG2 deserves it, it's SMG1 with ultra refined gameplay and less of the occasional shittiness that springs up every now and then in SMG1.

i dont like MGS at all so im not going to give that a 10.
GTA4.....i can kinda see why it was given a 10....but i can also see many reviewers regreatting that decision a year or so after. i would give it the PC score (8.5?).
SMG2....no. 1 was better. 9.5. SMG is a 10 though. it is, without exception, the best 3d mario paltformer of all time.
Bayo 2: im not a big beat em up kinda guy to be honest.....and i loved it. any game that gets me interested in a genre im not that interested in gets a 10.
Witcher 3: 9.95. combat lets the side down a bit.

It really depends on what your idea of a 10/10 is. If you think its a flawless game. Then no. None of them deserve it.
if you think a 10/10 means the game is very stellar despite its flaws. then yes. all of those deserve it...with the exception of GTA4. Won't claim to know anything about SMG though. Never been interested in Mario or his crew after I turned 12 and I doubt I ever will be.
MGS4, no, the game was garbage. If anything the 10/10 was likely more a dignified farewell to a series that had no intention of quitting. I get the feeling the review was also more to bolster the PS4 that until then was struggling to gain footing in the market.
GTA IV... frankly, I don't see what the big deal was. Did it deserve a 10? I can't say. Do I care it got a 10? No. I liked the game. However, the games control are kind of dated and it didn't take long, popular dual analog shooter control schemes mixed with cover mechanics were still in their infancy in being adopted, and I know the PS3 version had its issues with spotty framerate here and there, but overall I found it to be highly enjoyable. DLC was a worthy addition to the game, and heck GTA V didn't even get any. Soundtrack could have been better. One missing feature that really irked me though was the inability for custom music tracks from the system's music collection. I loved that about the GTA games on the original Xbox.
Bayonetta 2 - sure, the game was amazeballs and deserved it in its own right. Plus, I feel the review was to compliment Nintendo for an excellent year of minimal but quality releases, and to signal to the world it still had some fight left in it.
Mario Galaxy 2 - can't say really. I loved the first Mario Galaxy, but I got bored with the sequel right off and didn't get far enough into it at the time to get a fair assessment. Keep in mind I had Red Dead Remption holding my attention as it released the same month, I was even a big fan of Split/Second, and it was coming off the heals of a stacked 2010 first quarter that had titles like Mass Effect 2, Bayonetta, Battlefield Bad Company 2, Metro 2033, God of War 3, Heavy Rain, Deadly Premonition, tons more... then after a lull summer end with Metroid: Other M, Halo Reach, Vanquish released later that year (I was hooked on that), in the end I just couldn't find the time to care.
The Witcher 3 - can't weight in yet, but hope to soon.
All of them deserved a 10 except for MGS4.
GTA IV has aged the worst out of all of them. But back in 2008, and considering where open-world games were at the time, the rationale for a 10 becomes a lot more clear. MGS4 was just not a 10-quality game, nor was it a good MGS game, and that was apparent back in 2008.
