Kinda late if you already bought it and only then learn the content is missing. And since software normally can't be refunded, only exchanged, you're up the proverbial creek. Same goes for multiplayer DLC content. If your friend takes it, but you don't, it causes a lockout situation. These kinds of DLCs produce captive audiences, and captive audiences are usually bad for the consumer (look at airport, theater, or sport venue food prices).

So again, don't buy it. It's not rocket science to figure out that Valve will give you Team Fortress DLC for free, while Activision WILL charge $15 every few months for map packs for Black Ops. You have to be in denial to pretend that certain companies won't create tons of DLC. If you're truly uncertain, WAIT, don't buy the game at launch, give it a few months and make sure you're not getting ripped off. Rent it, make sure the campaign is there, make sure you get what you want. You're making a reasonably expensive purchase, if you're not happy, you shouldn't continue to make that purchase from that company, you shouldn't buy into games that you have these doubts about.

No bad DLC is bad for gaming.. Good DLC is not.

This is the truth, pure and simple. So many gamers will complain about the practices of big companies and publishers, yet buy their games time and time again which only fuels their greed.
