What I can tell you is that them Europeans are freaking talented artist. And I thought us asians were good :(
I would still vote N.America but I think European Devs have made some great strides this generation, no doubt.
I think there are a great many developers better than Treyarch, but luckily, they aren't the only FPS developer in N.A. (Valve and Bungie, also listed above were first to come to mind when I think FPS, along with IW, Respawn who has yet to prove themselves, etc). DICE is amazing, no doubt, but lack a certain I don't know what to get them over that hump for me, but I will be playing their Battlefield 3 game this Holiday. :P
A lot of people already mentioned a great many reasons and developers. Lucky for me, I don't discriminate where a dev is from, and I just play the game, and based on the past, I still vote N.A...but Europe is coming in hard and fast, lol.

I love Stalker but I would not put it up there with the best purely bc technically it is garbage. If feels like a great amateurish game, the coding and all the glitches are terrible. I do not touch the game until complete mod comes out. Also Bad Company 2 incoporates the worst spawn system in squad deathmatch, how it made it to the final build is beyond me. The game is just as noobish as cod games imho.
Overall they are pretty equal to me with their flaws but I play N. American games a tad more.

In other countries, some of them require military service and even one required owning an assault rifle as home protection. Not to mention their FPS scene is a lot more hardcore than USA's. Pretty sure Europe is superior in this case. GL poppin' on in their ass while they pick you off miles away...with a noscope :D

It's okay one of these days we'll organize a FPS online tournament where each of the regions face off against each other and we'll see which regions come out on top.

Ugh, iron sights are terrible. They work for some games, but the games I have to most fun with tend to not have the iron sights.
From my experience European games tend to aim for innovation, while NA games tend to improve upon existing formulas. Such a direction doesn't always work out, and sometimes the games can be riddled with bugs. Nonetheless every once in awhile there will be an European game that would make its name and attract a cult of dedicated fans.

FPS - I'd honestly give it to Europe. There are hardcore PC players over there that make our players look very bad. They are really serious about it there. No casual crap like Halo. Only real manly games like Counter Strike 8)
Fighting - Between Japan and USA. Don't know what fighters or competitors that come from Europe. Japan develops most of the games that are considered "Competitive," but I think most of them are too complex that it ruins the game.
Racing - Easily Europe.
Strategy - Can't argue there. China and especially Korea have that locked down.

Ugh, iron sights are terrible. They work for some games, but the games I have to most fun with tend to not have the iron sights.
I hate when iron sights = instant, uber accuracy. It doesn't change the gun's recoil/accuracy IRL, why should it in a game?

Thats not true. It does change recoil and accuracy in real life. Based solely on the position you're firing from. Firing "from the hip" would be extremely inaccurate in real life.Thats not true. I know from the hip is extremely inaccurate in real-life, but what I was trying to say was that from-the-shoulder/ADS doesn't mean 100% accuracy. Hit boxes are far too large and bullets don't have the spray they should.
I say they're more of less equal. EUropean FPS devs tend to focus on innovation and pushing the graphics more, while US ones have better polish.

That's the one thing I really despise. In Call of Duty, if you hit the iron sights, it automatically focuses on an enemy for you. I saw the same thing in gameplay demonstrations of other shooters as well. It really becomes used as a cheap copot for auto-aim.I hate it.
No i still think its Europe, STALKER, Killzone, Metro, Crysis, Deus Ex, Battlefield, and tone more are some of my favorite FPS games of all time.

Are we talking about over all or more recently? At present I'd say MAYBE Europe, however it would be close.

Wait what? Games had it long before CoD did. Most notably, Battlefield did it. I think the original RO mod was released before CoD was it not? Operation Flashpoint was also before it.
