Just asking :D

all they need is a new sonic adventure/shenmue3/shining force 4/phantasy star 5/virtua striker 5/virtua tennis 2011 for starting exclusives . combine those with amazing online and crysis lvl graphics and not only they wont go bankrupt but they will eliminate the competition for the next gen from now....
Sega lack the first party development clout to sustain a console.
And the funds to buy third party exclusivity.
So... no.
Absolutely NOT. Just look at Microsoft they lost $4 billion dollars in their first Xbox. Their second gen had been losing money for it's first couple of years. Even though theirhave been many quarters including this year where their gaming division lost significant money, in other words Microsoft has yet to make an overall PROFIT from their console gaming division. The only reason they are able to sustain this is because they have other source of revenue from their PC software business. Similar story applies to Sony which had MAJOR losses in it's first couple of years but they were able to sustain that due to the profits from their other electronics division. How would Sega would be able to sustain the inevitable losses to their gaming division especially in it's early cycle of new console release given that they don't have any other alternate source of revenue?
So, getting out of the consoles market was the smartest decision they made.
When has Nintendo made a system with a "2" in its name? Anyways, Sega needs to fix the issues it has with being a third-party company first before it even thinks about becoming a first-party developer again. No, and why do people always say "Dreamcast 2?" Sega doesn't make "2's" like Nintendo.

Just because its easier than "Dreamcast successor" or something like that, its just for the easiness :P And about the topic i don't see Sega getting back at hardware, looking at a market now its like a pack of wild dogs, Sega would have a lot of trouble getting support, and honestly i haven't seen any great software with their stamp lately (IMO at least). I think Sega should roll up their sleeves and get working on Shenmue 3, i can imagine why they haven't yet, it really hard making it with the impact the original had, that game was so awesome, it was like a completely new level far above everything, more like a dream. IMO Sega just cant figure out how to do it again this time and while it saves it for later so they don't ruin it, years go by.No, and why do people always say "Dreamcast 2?" Sega doesn't make "2's" like Nintendo.

I suppose they could release a console with decent to low end specs, price it at $70-$99
Put all their first party games on it.
Or a handheld, that'd probably be the most logical, if priced reasonably. But who wants any of this?
No...there's not enough room for a 4th console. There's no way Sega could get a foot back in the door unless Sony or Microsoft leaves the console business. This andSega is no where near the company it was during the Genesis / Saturn days. Now it's just a software company and not a very good one.

All those titles you mentioned would be HORRIBLE launch titles and would not jumpstart the returning console.
The irony, It does make me laugh how cool it is to like the Dreamcast and dream the return of Sega to the home market, yet by the same token the key reason the Dreamcast failed was because you all brought Sony hardware and falled for the PR crap that Sony spouted before the launch of Playstation2 promising the world, reality synthesiser emotion engine blah blah. Sure Sega did play apart in there own demise with mis-management pretty much from day one, but the picture on here and any other gaming forum is that everyone brought Dreamcast, and lets be honest most of you didn't.
