I agree with that... no doubt... I hated San Andreas. But, Vice City >>> GTA 3 >>> GTA IV >>>>>>>>>>> GTA San Andreas.
Sure GTA IV was an improvement in many ways over Vice City & GTA III... but it just lacked FUN FACTOR for me... and that damned cell phone.... RAWR, I want to smash it.
There were some things that GTAIV lacked in comparison to the others: mainly mission variety. It seemed like there was ALOT more shooting. The reason I didn't have a problem with that is that the shooting mechanic itself is worlds beyond what was offered in the PS2 GTA's. If the shooting mechanic is so much better, it makes sense to use it more often. I just wish that there are more inventive missions next iteration. Sure, there were alot of outstanding missions (Truck Hustle, To Live or Die in Alderney, Three Leaf Clover, Flatline, the job interview mission, Undertaker, The Snow Storm, the mission where Gracie is kidnapped, the Playboy X mission that is located at the construction site, the mission in which you Rescue Roman, Museum Piece, etc. I could go on and on), but some missions did seem to be a bit redundant (I noticed that there were way too many bike missions). Still, I don't think I could go back to the shooting mechanics in the PS2 games. They don't feel refined enough.
GTAIV is just more graceful than the other games. And I for one loved that they driving actually had some weight to it.
Another plus is that GTAIV was really quite pretty considering that it was a GTA game (which are usually not lookers). The lighting, architecture, and car models in that game is amazing.
