Like we all have, when something is in the distance compared to something closer to you, there will be a depth of field, so when you switch from looking at something further away, your eyes will focus on that leaving everything else that may be closer to you less clear and blurry as you call. Play the game again. When you zoom in to aim, the screen gets blurry around the edges and gradually gets less blurry towards the center of the screen.
The fact is, I'm not always looking RIGHT at the center of the screen, so when I want to see a german without hurting my freaking eyes, I had to aim right at him. Might be immersive to some, but I hated it. I would get blurry vision after playing it and it was SO ANNOYING.
There is no need for that anyways, because our (real) eyes would focus on whatever we are looking at, and make the rest of whatever we're not looking at blurry anyways, weather or not it's on screen. And I played COD2 on PC and it wasn't like that.
Not only that, but I now remember getting cought on stupid little things on the ground when moving about in the levels, I would just stop because i ran into a car door on the ground or something. uuugh. And this happened mostly when in the middle of a battle.
What you are describing IS a depth of field effect.
It is more "realistic" in my opinion because when you are aimed in you are looking down the iron sights of your gun, and you are focusing on your shot... if you're focusing on your shot you won't be able to look all over the place.
