Yes. Go to Campaign. Have your second player sign in. Then either invite friends to your party or open the party to anybody and wait for someone to join.

I have a question myself... Can two gold accounts go into Halo 3 matchmaking together (like in halo 2) or, like gears, do you now have to have 2 seperate 360s?
