DRIV3R springs to mind. The game didn't look bad at all when it was first revealed. Previews had been generally positive, leading us to believe that Driver could win back the free-roaming throne from Grand Theft Auto. Instead, glitches, an insane difficulty curve, too many gameplay niggles, a bland plot, and even a delay turned potentially the best game of 2003 into arguably the worst game of 2004.
Geist - possesing objects in game was pretty awesome, but the entire package did not meet the quality standards that Nintendo has set for itself. Now that Nintendo now owns N-Space, I would like to see what they are working on.
Lair - yea... you all know.
Red Steel - a launch title that ran out of development time. I wish they would have delayed it and spent more time in the R&D stage instead of rusing to get it together. Get ready for an improvement come Red Steel 2.
1) Lair: Rogue Squadron with dragons. Sounds like a good formula, right? Well, it could have been...had it retained a FIFTH of the fun the RS games gave us. Seriously, exploding dragons? ....WHY!?
2) Turning Point: Fall of Liberty: Alternate history game where the NAzis invade America. How could something THAT awesome go wrong? Oh, it can. And it can go wrong VERY badly. Horrid controls, hit-detection, sound, and visuals killed what could have been an awesome game
SotC. Yes,you read that correctly; SotC. Great idea,but the main character's poor balance leads me to believe he's constantly wasted. :|
Also,they could have done a better job with the story.
Killzone: pretty safe concept, except being too lofty for the PS2 (or, arguably, the developers), and being poorly optimized. It had good, interesting gameplay mechanics, with good shooting action, and a cool universe and visual style. the problem is that they didn't spend a few extra months working the bugs out of it.

if u want to see what IW should have been like, play the first one :P. it was a great idea, perfectly executed. for IW they just took those ideas...got an axe and started chopping. a very stupid move and ion storm paid dearly for it.
red steel comes to mind. the devs had alot of good ideas and u can see what they were trying to do. but it was rushed and the implementation of those ideas left alot to be desired (and there were the bugs). its a shame ubisoft wanted it as a launch title. i really hope they take a good crack at it again. the ideas certainly have alot of potential. with better, more complete, dev kits and more time to work on it, hopefully a RS2 can be the game that sees those ideas realised.
Two Worlds. this game is a complete mess...theres no getting around that really. but theres is a nugget of a good game in there....its just hampered by some very stupid decisions and a game that was clearly released in an unfinished state.
Vampire the masquerade bloodlines: could have been a deus ex beater but it was released in a broken state also and it was never ofically fixed (the dev went out of business).

I thought it would be Freedom Fighters with nazis, that would have been badass.
Turns out it was more like Big Rigs with nazis. :(

Like somebody already said, Assassins Creed. More like Elliminators Creed.
Rainbow Six Vegas is the most irritating game for me in that sence. Twitchy AI, broken splitscreen, laggy online play.
GRAW for it's absolutely dissapointing gameplay, online mode that takes the graphics and cover system out, absolutely attrocious animation glitches.
Are we seeing a pattern there?
Mass Effect had a few issues like that... poor execution..... but it made up for it imo. Oblivions radiant AI.

I think there has been too many alternate histories with America winning the war all by them selves.
Red steel, megaman ZX advent, and sonic and the secret rings all spring to mind.
good games regardless, but they could have been great.
