Susan O'Connor is the writer for Gears. She said that a lot of the stuff she wrote for Gears got cut out because the developers did not have time to put it in.
This is how the process usually works: The developer or publisher hires a writer. The game designer tells the writer their idea/vision. The writer then writes something and gives it to the developer to do what they want with it. The writer then goes home and waits to get the game in the mail.
A writer has no control over what content makes the cut into a game. I think this is something that needs to change in the game industry. I think the game designer needs to work with the writer and tell him/her what they will have time to incorporate and what they cannot do. With the writer more involved, he/she could change the story along the way as it needs to be changed. As a result, we could get better flowing games with a strong story.
