I know,but it´s the closest one to that setting.
The Saboteur is a good game,it has some flaws but it´s certainly worth playing. I enjoyed it very much.

it would make sense truthfully, they already have a bit of know how of the environment of that part of the US from doing the last midnight club game

Btw, a GTA set in a country that doesnt speak English will never happen. They run the risk of alienating casuals with the foreign experience or watering down the experience if everyones talking English (AssAss creed 1/2) etc.
Closest will get to that is a foreign Mafia in a different country.

North Korea would be more hardcore, lol. Hollywood is an alright choice I guess, seems kinda original to me. Like they spent maybe 10 minutes discussing where it was going to be, haha.
Why not have a GTA take place in one of the violent Mexican border cities like Juarez where there is a war between drug gangs and the Mexican army?
What about Rio de Janerio (Brazil), which is infamous for crime, slums, and street gangs?
