He does look a tad bit like the Iranian president. lol.  He might not be Russian though.  Perhaps he is Ukranian, or from another former Soviet Republic country.  They might make up a country, just as they did with past GTA cities.  They might not want to hurt any particular ethnic group, like they did with the Haitians in GTA3.

Well no I meant maybe the game will let you pick what country you imigrate from into the US (if that's what they're implying).

Oh yeah that would be awesome, but that would have to have a ton of voice acting. Maybe with the Blue Ray =P

Exactly, sounds like him too. I thought at first thats who it was supposed to be because as everyone knows GTA 3 = Godfather, GTA vice city = Scarface, GTA 4 = The professional ????
