I think/hope most people knew this. I remember the first screens of gta3 and me and my friends already played the first 2 and were like holy **** theyre making it like driver (another game we played, the 1st one was good)
The GTA series started before the Driver series, eventhough its first 2 iterations were from the top down view. The transition to 3d was only natural at some point. So... no. And if you want to be technical about it, GTA 3 turned out to be everything the Driver series wanted to be, in one shot.
