I would like to see a game SIMILAR to GTA underwater, in space, during the Roman empire, set in the 40's, set in the 50's... dinosaurs, ninjas, pirates... Basically the GTA formula applied properly to any theme would be an amazing game.

I agree with this. If the gameplay is done correctly, the GTA formula could work in virtually any environment. Out of your suggestions, I think I'd most like to see a Roman theme. Could be awesome.
lol.. seriousl they should do something like this. I mean if any game can pull it off it should be GTA, because their games aren't supposed to be like logical. GTA has always been about just whats fun to do that you cant do in real life. GTA4 completely lost sight of this though. Why not just get a space shuttle or have an underwater city in this game? Seriously screw it, why not? Cant devs. just throw caution to the wind some times? They are playing stuff waaay too safe lately and its getting boring.
In mass effect 2, there's a kiosk with a vendor selling games. Keep talking to him and he throws out one liners about games, and makes reference to what the future of GTA could become. It is greatness. It also alludes to some other games and even gaming policies which sound a lot like gamestop stores.
Maybe not underwater, but I think a 30's gangster would be cool. Whatever they do, I think they should change up the formula a bit, GTA is starting to get boring.

they are just as mean as anywhere else from what I have seen on TV. It's just that you are more likely to be maced or cracked on the head and less likely to be tasered or shot.

Oh yeah i saw how they beat and tortured that war hero in the public.. They might fit in.. If they do this idea i hope i can find my road.. That would be scary...
You take control of a free for hire killer/thief who does jobs for all factions within, from the corrupt Andrew Ryan who tasks you with eliminating opposition to smuggling jobs from Fontaine and, eventually, fighting with (and against) Atlas as you play both sides. Expect the ability to jack bathyspheres and big daddy suits, then pimp them out in different colors and add hydraulics. Even prostitutes return, but with significant changes in appearance depending on how much they have spliced.
I gotta admit the idea appeals to me. But then it wouldn't be GTA. That new Rockstar cowboy games has many similarities to GTA, maybe they could do something like that.
I'm waiting for Grand Theft Automobile, where it would take place in the 1800s, you can rob trains as well as banks, every gun sucks so there's a reason the gunplay is terrible, and most of the combat will be done via fisticuffs, and everyone wears a tophat or a bowler hat and has a moustache, except for the wenches, of course.
