Is this from the end of MGS2 when solidus is talking to Raiden? I seem to remember something similar when you are watching all the people walk by in a flow around you.

The first one is from Oblivion, the guy who you talk to, to start the areana matchs.

The 2nd is Rufus from FF7 (which is also a PC game), the meteor reports gave it away.
