SP - Orange Box. No contest. Unless you dislike puzzle shooters, then if you have friends for Co-Op get Halo 3, if not get CoD4.
MP - Orange Box if you like teamwork, CoD4 if you like customization, Halo 3 if you like drivable vehicles.
Graphics - Orange Box has them both beat in facial animation and physics but CoD4 actually surpasses it in some character animations and in many other fields of graphics. Halo 3 has large environments but some of the character models are terrible and blocky compared to the other two. Plus it's got bad AA.
Sounds - Halo 3 has got it's theme song again (very nice IMO) but CoD4 and the Orange Box have better sound effects. If you like rock music, then CoD4 and the Orange Box are for you.
Value - Orange Box is the clear winner here. Even if you've already played Half Life 2 and Episode 1 on the PC, your still getting 3 new games for the price of one.
I have Halo 3 and CoD4, and honestly I couldn't decide between them. They are different types of shooters. If you are kind of bored with Halo 3, go for CoD4 (especially if you have Live!). Campaign and multiplayer are both a blast. Not necessarily better than Halo 3, but different.
The wild card IMHO is Orange Box. That is the #1 game I want to get. I chose my fall games carefully and Orange Box JUST BARELY missed the cut. I don't regret that, but I do want to play Portal something fierce.
