I would guess that the footage we've seen so far includes placeholder graphics for the purposes of testing online. There are a few reasons why the graphics wouldn't be fleshed out...chief among them, to optimize latency and the testing experience as a whole.
Notice--we have not seen Halo 3 campaign mode for quite some time. Think on it, and it will start to make sense.
Because Bungie is trying to claim some kind of "damage control" saying that these aren't the final graphics. But at this point, we have to realize that Halo 3 won't even look better than Resistance.thedarkomen

Sad and ironic that the shoe is on the other foot.I think it's obvious that Bungie wants the gameplay to overshadow the graphics.jrhawk42

Sad and ironic that the shoe is on the other foot.Do you think for one second that MS's own project, its baby, is going to look anything less than stellar? You have to be plain nuts, sir.

Sad and ironic that the shoe is on the other foot. You don't think Halo 3, coming from the reigning console FPS champ, will outdo a game which was supposed to be the flagship of PS3 launch games, that failed to deliver and flopped? Give it up dude, just give it up, and spare yourself the heart ache.Â

Stripped down graphics for the purpose of latency and test optimization. Makes sense to me.Â
Bungie wants thorough testing of multiplayer, that much is clear. In order to accomplish this, they can't very well have laggy online games cramping the overall experience and expect reasonable feedback, right?Â

Just like Combat Evolved and just like Halo 2.

I guess the graphics are not that big a deal if it enhances the gameplay then. :o

It goes beyond that, really.
Bungie's plan is clear: get the gameplay right first. Between the time the beta ends and the game releases is when Bungie will start dropping in final grpahics. That way, they have the experience they want as the foundation, and the graphics as the brick and mortar.Â
We'll look back at all of this worrying and laugh after we get this puppy in our hands on launch day.

Campaign is nearer to completion than the multiplayer part of Halo 3, or let's just wait for the game to be released and then see if it doesn't deliver.
