I've said this before and I'll say it again, NOONE likes working with MS and their restrictive draconian policies.
Little known to some system warriors but Epic had a big falling out with MS because MS wanted to FORCE Epic to charge for their Gears DLC and Epics policy was to give away maps for free.
MS said they wanted all gamers to get used to paying a premium for all content in games. Epic had to follow suit because the franchise belonged to MS but it wasn't without some backlash.
Gears Map Pack: Disagreement Between Microsoft and Epic
"VP Mark Rein has gone on record to say that you'll have to dish out some Microsoft Points to get future content. The reason for this mainly is because of an internal power struggle between Microsoft and Epic about pricing the maps. Mark Rein via a forum post on Evil Avatar clarified that, "Epic thinks the way to maximize the return on Gears of War is to give the maps away for free and Microsoft thinks the way to maximize the return on Gears of War is to sell the maps. The dispute concluded, with Epic and Microsoft agreeing to make the map pack cost a fair price for the first three months, then afterwards becoming free. Everyone wins in the end, except the hardcore Gears players. Sorry guys!"

MS is so anti-gamer, anti-consumer, restrictive and draconian with their policies that if any dev has their way, they'd just steer clear of working with the MS all together. This gen really shows that devs don't like doing business with MS.
Disputes like the above are not limited to Epic when it comes working with MS, but they are one of the few that openly went on record to speak about it.
