Because it was good when it first came out. It attempted things that hadn't really been done in FPS in such bold ways before that, and it did it alright. It was a pretty good FPS, but then Halo 2 and 3 happened, which were basically a fan service with little to no imagination involved.
It didn't really revolutionise anything like you often hear, because for it to revolutionise something, it has to actually change the way we play it. That hasn't happened.
It was just a game that did rechargable shields, vehicle combat and a simple but effective gun system all in one, coupled with a vaguely interesting story and pretty good level design and you have an excellent game, even though it didn't really do any of those things first it put them all together in a way that was unorthadox to what players had come to expect.
Of course though, the terminally unimaginative casual audience christened it the best FPS of all time and viola! Here we are.
