I really doubt that Halo 3: Recon is just an expansion, at least in the traditional sense. I'm going to take this info from observations and xbox.com.
A good idea of a good expansion for those of you who dont play pc games much is something like Graw 1 to Graw 2.

Anyway, that's observations, and those could in reality be challenged, even though I wasn't crunching the details there. Anyway, here's some quotes off the game detail page- the clear facts, not the "oh, it might mean this or that" details
"The stand-alone expansion, set to release in fall 2009"
Okay, so it's stand alone already. Not DLC. Yes, it says expansion, but that means nothing in reality. An alternate perspective builds upon the opposite story, expanding it. However, this is not a typical expansion. Did crysis do this for its expansion? Why yes, but it was pretty much the exact same game at its core. It didn't have any intention to act like a different game, it was basically more levels and some refinements to the game
"Halo 3: Recon will require you to employ more elements of stealth and cunning than ever before"
new gameplay. so this is going to be in the same game as halo 3, despite having a different gameplay setup? :idea:
and also, in Halo 3 they mentioned this event. Keyes communicated to him while you were in Tsavo Highway. At the time you thought it was a random, kind of weird, saying to the other marines, but it makes total sense now. This shows that the game was already thought of while Halo 3 was being made. If you read the bungie updates, youll have seen that this game has been in development since alongside Halo 3 (although i cant give you a link- but if you read them all, lol, youd find it)
Just ask yourself this: Would a standalone expansion with entirely new gameplay and new multiplayer really be considered an expansion, no matter how you look at it?
