Numerous factors. Firstly, the Xbox 360 is usually used as the primary development platform. This makes most multiplatform games on the PS3, essentially ports. Secondly, the PS3's CPU is vastly different to the Xbox 360's CPU, however, games developed on the Xbox 360 can be ported more easily to the PS3 however, games which are build from the ground up to harness the powre of the PS3's CPU, cannot be easily ported to the Xbox 360. Thirdly, the Xbox 360 is easier to develop for, making it often the viable choice as the primary development platform. this is because Microsoft is very good at software so it would stand to reason that this would be the case. In addition, having been out for a year longer, devs have more experience with it, so it makes sense to primarily develop on it.
thats pretty much it, Devs want to make money and porting games from the 360 is the cheapest way to go.
I dont mind if multiplats look the same on both consoles, but I think its silly when one version looks worse. On the comparason GS did you could see that COD4 was pretty much identical on both consoles, and with multiplats thats the way it shuld be.
I think that the ps3 is more powerful, but we can only tell from exclusives and its difficult to compare 2 different games.
