I'm relating this to Halo 3, and Bungies way of doing business isn't indicitive of the industry as a whole.
What's with all the %&^ch'n about Halo 3's map pack prices? I can see how people got a little upset at Guitar Hero 2's content, because that was justifiably overpriced, and more than likely should have been in the game. That was a total BS move on thier part.
Bungies puts about 4 months of work into some quality maps, and people get enraged, saying "these maps should have shiped with the game!". They complain as though the maps will never be free.
If you want to wait 6 months and hold onto your precious $10, then by all means do so. It's $10 freeking dollars!
You can afford your $400 Xbox, Xbox Live, High Speed Internet, music, movies, take out pizza, and tons of munchies for all that gaming goodness, but you won't pay a few bucks for some cool maps.
