Yeah, it wouldn't make sense for a character with a good chunk of his story on PS3/PS2 to be exclusive to 360. I took it as saying it wasn't like MGS: PO...
and also, him saying the development team is working on the PSP game doesn't mean they aren't helping with MGS:Rising too. that team has to be huge.
or maybe they are mainly focusing on MGS:Rising and helping with the PSP game? who knows.

Kojima has expressed his support for Raiden in the past and spent an entire game building him up to be as badass as possible, it was obvious where he was heading with the series.
Also a key part is that it is still in the Solid series and not a new series like the difference between Metal Gear and Metal Gear solid.

Couple things. 1. He was saying it was a true sequel to MGS 3. 2. You are inferring that he is implying that he was referring to MSGR. 3. The spinoff/side story and him working on the game was in reference to the 4 other MG games on the PSP.
