I've never played an Elder Scrolls game before but the game looks very fascinating. I can pick up Oblivion for 6 bucks today, but is it worth playing when Skyrim is just around the corner?

Yes! Ignore the bashers that try putting the console version(s) down, it's an amazing game that should be played.
Yes it's worth it, even the ps3 version.
I've modded the game with the Oscurro's Oblivion Overhaul, some menu overhaul mod, a texture pack, and the unofficial oblivion update, but I honestly don't feel it's much different than it was before.
To be fair, I haven't played too much of it since I installed the OOO mod.
Be careful man, I've heard that some of the mods don't work well with the Steam version. I could be wrond, maybe some of the people who have the Steam version could elaborate. I'd suggest you read up on a few things.
On the other hand, if you're not interested in the mods then don't bother.

Personally, I bought Obliviona while back when it came out for PS3 and really did not like it. However, even I would say that for $6, you would be pretty dumb NOT to get the game. There is certainly lots of content and value to the game, so you can't go wrong with a price that low. If I paid $6, I might not have been so hard on the game myself.

I've never downloaded mods before. Why are people saying I need to get mods for this game? Is the game really bad without them?

First, pick it up! I'm guessing you're picking it up on PC from the steam sale, since you said it was $6. All mods that I've ever trued worked just fine with the Stema version of the game.
As to why mod it?
The game's progression and difficulty are out of whack. You might want to do a google search to find the specifics. Mods fix this in a variety fo ways. Choose the ones you like best.
Also, the game came out severla years ago. It's doesn't look very good, but mods take it to a new level. Not only improving the graphics significantly, but also providing you with new items, armor, better character models, as well as entirely new content such as flying mounts, entire new guilds to work for, new quests, and more sotry to play through.
Sucks to be playing Oblivion on consoles. On PC the game is truly something to experience.

All true. Don't forget, we even get another game for free! Nehrim: At Fate's Edge is pretty decent for a free total conversion. (You must make a copy of Oblivion before installing it.)

Damn it, I had a list of must get mods a while back, but I can't find it now. I would start with the top 100 and see if you like any of them.
To install you can either install the oblivion mod manager, or, for most mods, you cna simply drop down the files into the override directory. Each mod comes with instructions.

The largest mods are graphic mods. At most they'll be 1-2GB and most of them are less than that. When you download high-res texture packs then it gets into the 1-2GB area. Weapons and stuff are barely even 1MB at times.
