Yes they are both 3rd party DLC, and I don't think it will come to PS3, but that depends on what the deals with MS were. I would not count on it at least.
It's GFWL/XBL exclusive content. Steam doesn't even have it. And from the sounds of things the last time Beth was asked about it, it doesn't look likely. But they said that about Oblivion. But Oblivion wasn't released on the PS3 and 360 at the same time either. So......I would say any guess is as good as mine.
Depends on the specifics of the deals that MS made with the developers. I would highly doubt you will see that DLC on the PS3, but I expect other multiplatform DLC for both games.
If so does that mean Sony will eventually get the content.

Sorry but Microsoft paid those developers for an exclusive deal for the extra content for both GTA " Lost and the Damned " and Fallout 3 " The Pitt. Since Sony has been having various success with it's recent exclusives such as LBP, Killzone 2, Resistance 2, MGS-4 they wanted to convince at least some PS3 users that there are more reasons to get Fallout 3 and GTA 4 on 360 instead of PS3, and they certainly convinced me, because i traded my PS3 up yesterday for 360.
I don't think the DLC will be released on PSN, but I won't be surprised if a Fallout 3 Game of the Year Edition is released on the three platforms which include the DLC released on them, except for G.E.C.K.

"...........So.....You're saying there's a chance." lol that was a funny movie, as for your question TC, I don't think anyone's sure about the type of contract MS made with the 3rd party devs but I wouldn't get my hopes up. Considering MS paid Rockstar 50 mil for two dlc packs but only time will tell.
