Has Microsoft ever said they plan on winning the console war without Japan? As far as I know they haven't...
Microsoft has (in all likelihood) spent billions trying to win over Japanese gamers. From discounted systems (Premium 360s in Japan cost nearly $100 less than in the U.S. during the launch of the system) to games such as Blue Dragon aimed at the Japanese audience, it's clear they've bent over backwards to win over Japan.
Despite their efforts however, they're doing poorly in Japan. Not because Microsoft doesn't care, but because Japanese gamers don't.

The 360 does NOT "keep up" with the Wii in any region. According to BBC, Wii is outselling the 360 by a 3-1 margin in PAL regions. The Wii also sold nearly doubt what the PS3 and 360 sold COMBINED for July NPD.
Japan is not the only reason.

PS2 sold half of it's consoles 110+ million in the US. PS2 only sold 20 million consoles in all of Asia including Japan. People forget that although the 360 doesn't do well in most of Europe, it does sell well in the UK, PAL's largest market. As a result, the total PAL numbers between the PS3 and 360 are always within 5000 of each other per week, either way.

Us is that largest market but together the other two [main market] is larger. 360 could do extrememly well in the US but if another console has half the sales of the 360 in US and has a equally large install base in each territory then the 360 lost.
I think Japanese people just won't buy it because Xbox isn't made by Japan. They only want to support their own companies. Fanboyish comment but sadly I agree, I seriously can't see the 360 catchin up with the wii and keep its lead over the ps3 for too long, it's a brilliant console (faulty hardware aside) but it just can't contend with the 2 big dogs at their best.
