Here's my take on it. At first I was annoyed by the announcement since Left 4 Dead only has had one DLC released. However now that I actually got to take a look at it and see some more on it I can say I'm ok with it, here's why:
Confirmed:
5 NEW campaigns (They aren't recycling the first 4 from Left 4 Dead, these are completely new)
NEW characters (Its not the same batch, so once again they aren't recycling anything here)
NEW weapons (including melee weapons which is something people have wanted to see)
NEW zombies (New special infected could bring new elements to the game, plus they have original ones to work with as well)
ADVANCED AI director
Rumored:
Different extraction points every time you play
Multiple ways to complete a level, not just one single path to get through
Actually becoming infected after being bitten
Those are some of the main things that I'm seeing as a good thing here, more than likely this was geared to be a DLC release, however it was probably too big to be released as one DLC pack and instead of breaking it up (Blizzard I'm looking right at you with Star Craft II) they are just releasing it all together. Now hopefully they'll do the smart thing here and just support this one completely, which I also noticed on Xbox Live it already has DLC Support on its page where as the first one doesn't.
I'm guessing Valve wanted to test the waters with Left 4 Dead and see how people responded and what they wanted, this is what I'm guessing is going to be the overall response to that. Though I'd much rather see Left 4 Dead itself being supported, I'm ok with this, however if they do this again then I'm just going to stick with the first 2.
