During gameplay, press

(PS3) to bring up Niko's mobile/cell phone. Press / again to view the phone's numbered buttons. You can now navigate these buttons using the directional keypad - move to each number and press

to enter them into the phone. When finished, the phone will automatically select the green 'Call' button for you - press / , and a message will appear in game to tell you the cheat has been activated.
